i cant make a char it says there are too many chars in the world and i cant create a char ToT

please help or make new worlds ==ToT

After i download the client and register an account
Logged in to maple story to ready to create an Character

when i clicked the create character and it show me:
Character in this world are over population, please choose another world.

LOL, i saw channel 1 & 2.. just few peoples online.. blue bar.. zZZz

Pls help.. how to create character? or it just limited??
